The Institute is headed by a director under the leadership of a Council. The Council consists of the National University of Singapore (NUS), the People’s Government of Guangzhou Municipality, and the China-Singapore Guangzhou Knowledge City Administrative Committee. The People’s Government of Guangzhou Municipality has designated the Guangzhou Municipal Human Resources and Social Security Bureau to serve on the Council on its behalf, while the China-Singapore Guangzhou Knowledge City Administrative Committee has designated the China-Singapore Guangzhou Knowledge City Cooperation Affairs Office and the Science and Technology Bureau of Huangpu District, Guangzhou, to serve on the Council on its behalf.
